Sean is a telecommunications regulatory specialist with over 23 years of wide-ranging international commercial and regulatory experience in public and private sectors. He has a sophisticated knowledge of political processes and economic frameworks in a regulatory context complemented by a solid grounding in microeconomic policy and applied research. He has published extensively on Telecoms public policy issues and is often asked to present at conferences on regulatory matters in Telecoms. 

Sean has specialist skills in network economics, cost modelling, telecoms strategy development, interconnection agreement negotiations and the economic impact of regulatory interventions. He has worked extensively on regulatory issues for mobile and fixed operators across the world. He has provided strategic and policy advice to governments and regulators in a number of developed and emerging markets. His clients include leading Telecoms firms such as Vodafone, eir, Hong Kong Telecom, BT and Etisalat and for Telecoms regulators in the UK, South Africa, Nigeria, Saudi Arabia, Qatar and the Channel Islands.

Prior to joining CEG-Europe, Sean held senior roles at KPMG, Mott Macdonald, Ovum, Orange (UK) and Vodafone (in Australia, New Zealand and for Vodafone Group in the UK). He also worked for the Treasury for both the New Zealand and Australian governments.

Sean is a Board Director and Treasurer for the International Institute of Communications (www.iicom.org). He has a Honours degree in Economics from Flinders University of South Australia.
