Sean a Director at CEG Europe, based in London. He is a telecommunications regulatory specialist with more than 22 years of wide-ranging international commercial and regulatory experience in public and private sectors. He has a sophisticated knowledge of political processes and economic frameworks in a regulatory context complemented by a solid grounding in microeconomic policy and applied research. He has published extensively on telecoms public policy issues and is often asked to present at conferences on telecoms regulatory matters.

Sean has specialist skills in network economics, cost modelling, telecoms strategy development, interconnection agreement negotiations and the economic impact of regulatory interventions. He has worked extensively on regulatory issues for mobile and fixed telecoms operators across the world providing strategic and policy advice to governments and regulators in a number of developed and emerging markets. His clients include leading telecoms multinationals such as Vodafone, BT and Etisalat and regulators such as Ofcom (UK), ICASA (South Africa), CRA (Qatar) and CICRA (Channel Islands).

Prior to joining CEG, Sean held senior roles at KPMG, Mott Macdonald, Ovum, and Orange UK. He also spent seven years in regulatory affairs for Vodafone (in Australia, New Zealand and for Vodafone Group in the UK) and prior to that he worked for the Treasury for the New Zealand Government and the Australian Government.

Sean is a Board Director and Treasurer for the International Institute of Communications (www.iicom.org). He has an Honours degree in Economics from Flinders University of South Australia.
